No, it is not necessary to have a community license to receive a VIHB registration. However, you will have to fulfill the following criteria if you do not have a community license:
•    reliability - certificate of good repute;
•    professional competence - only necessary if you are a dealer and / or broker of waste    
Moreover, you should enclose the following documents with your application form:
•    an extract of the registration of your company at the Chamber of Commerce;
•    a certificate of good repute, issued by the competent authority in your ‘home’ country. This certificate is only valid if it is not older than three months;
•    if you are a dealer and/or broker of waste, a copy of your certificate of professional competence on waste, which is issued by the competent authority in your ‘home’ country.
