Dutch regulation for collectors, transporters, dealers or brokers of waste
Companies which collect or transport waste (industrial or hazardous) on a professional basis or which arrange for disposal or recovery of waste (industrial or hazardous) for others must be registered on the Dutch list of collectors, transporters, dealers and brokers of waste (VIHB-list). Besides it makes no difference whether the waste is carried by road, rail or waterway. Also foreign companies carrying out these activities in the Netherlands should be registerd on the VIHB-list. The VIHB-list of registered collectors, transporters, dealers or brokers of waste is published on the website of NIWO: www.niwo.nl/vihblijst.
Note: For logistic brokers, no VIHB registration is required
If you are broker in the transportation of waste, you do not need a VIHB registration as a broker. You only arrange for a carrier to take care of the transport (for example a waste container). Not the waste is central here, but the broker in transport (logistical broker). The carrier of the waste needs a VIHB registration.
Registration on the VIHB-list
The Minister of Infrastructure and Environment has designated the NIWO as the authority responsible for dealing with the application for registration on the VIHB-list. A company must fulfil criteria to be registered:- reliability - certificate of good repute;
- professional competence - only if activity is just dealer and/or broker;
Application for registration on the VIHB-list
There is a special application form for registration on the VIHB-list. This application form must be submitted to NIWO.- Transport companies licensed under the Dutch Road Haulage Act automatically satisfy these criteria. They will be listed as soon as NIWO receives their application form.
- Transportcompanies established in other Member States (EU) and countries party to the European Economic Area (EEA) Agreement satisfy the criteria when they possess a valid community transport licence (Regulation EC No. 1072/2009 - road haulage). They must enclose with the application form an extract of the registration at the Chamber of Commerce and a copy of the community transport licence.
- In other cases companies need to comply with the criteria. They must enclose with his application form the following documents:
- an extract of the registration at the Chamber of Commerce;
- a certificate of good repute (not older than three months), issued by the authority in their country;
- if activity is just dealer and/or broker: a certificate of professional competence on waste, issued by the authority in their country.
Validity of the registration on the VIHB-list from 2018
From 2018 this decree VIHB is valid for an indefinite period. Companies must comply with the stipulated conditions to remain registered on the VIHB list, as was the case at the start of the registration. NIWO will periodically review the companies which already have a registration, possible without askig the relevant company. Changes within the company (such as change of owner or director, change of waste coordinator, change of legal form, etc.) must be reported to NIWO. Afterwards NIWO will make these changes.
A registration will be ended if the collector, transporter, dealer or broker of waste:- requests a cancellation;
- has provided incorrect data;
- ceases to satisfy the criteria.

Where can I find the public VIHB list?
The VIHB list of registered transporters, collectors, dealers and brokers of waste is published on the following website:www.niwo.nl/vihblijst
What is a VIHB number?
This is the registration number that is assigned to a company when it is registered on the VIHB list, for example “ZH512345VXHB”. The first two letters of the number are related to the province where the company is located in the Netherlands, for example ZH = Zuid-Holland. In case of a foreign company, the letters ‘BU’ are used (BU = buitenland = foreign countries).
What does the abbreviation VIHB mean?
Transporter (V), Collector (I), Dealer (H) and Broker (B) of waste.
Do I have to register my company on the VIHB-list?
Companies that transport or collect waste (industrial or hazardous) on a professional basis, must be registered on the VIHB list. Moreover, companies that buy, sell or dispose of waste (Dealer) or arrange that for someone else (Broker) need to be registered on the VIHB list as well.
For which activities do I have to submit a certificate of professional competence on waste?
Dealers and brokers of waste need to have a certificate of professional competence on waste, which is issued by the authority in your ‘home’ country. This certificate is only required if you are a dealer and / or broker of waste, not if the activities of your company are related to the transport and / or collection of waste.
What is the validity of the registration on the VIHB-list?

For what kind of waste is a waste collection permit required?
A waste collection permit is required for waste oil, ship waste and small hazardous waste. Do I need to have a Community license (Regulation EC No. 1072/2009 - road haulage) in order to get registered on the VIHB list?
No, it is not necessary to have a Community license to get a VIHB registration. However, you should fulfil the following criteria if you do not have a Community license:
• reliability - certificate of good repute;
• professional competence - only necessary if you are a dealer and / or broker of waste
Moreover, you should enclose the following documents with your application form:
• an extract of the registration of your company at the Chamber of Commerce;
• a certificate of good repute, issued by the relevant authority in your ‘home’ country. This certificate is only valid if it is not older than three months;
• if you are a dealer and/or broker of waste, a copy of your certificate of professional competence on waste, which is issued by the relevant authority in your ‘home’ country.
I already have a Community license. Do I still need to comply with all the criteria in order to get registered on the VIHB-list?
If your company has a valid Community license, it complies with the criteria (Regulation EC No. 1072/2009 - road haulage). You only have to enclose an extract of the registration at the Chamber of Commerce and a copy of the Community license with the application form, to obtain the registration on the VIHB list.
Does Germany have a similar regulation on waste?
Yes, Germany has a regulation on waste as well. In Germany a permit for the transportation of dangerous waste is obligatory. Companies that transport, collect, sell or buy harmless waste have to report their activities to the relevant authorities before the activities start (if you have a Community license, this is not required).

Does Belgium have a similar regulation on waste?
Yes, Belgium has a similar regulation on waste. However, the registration in Belgium is split up into three regions. For each region, a separate registration is required. For more information on the regions, see the following websites:
